relatives of victims of homicides, kidnappings, imprisonments and disappearances in Mexico crossed into the United States to demand the American government and citizens assume their responsibility for the political and social consequences of the so-called \u201cwar against the drugs \u201d.<\/p>\n

Their task in the United States was not easy: it was about making themselves heard before a society that learned to look at them through the political and police speeches that erased the humanity of the people behind its walls, illegal, wetback who come to take away their rights. They learned to name them through television series in which Latino people are always thieves, rapists, those who sell drugs; centuries of history accumulated in their eyes and ears about those who inhabit the south of the Rio Bravo as savages who make human sacrifices and eat the hearts of their victims, who kill each other, who do not become people.<\/p>\n

I\u2019m here for the kidnapping of my son Gerson and the murder of my son Alan and the murder of my son-in-law Miguel. Gerson was kidnapped on March 15, 2014 in Medell\u00edn, Veracruz. It was paid ransom and he was never returned. His brother Alan, 15, and Miguel, 25, went looking for him and they killed them. After that I had to leave Veracruz, displaced, because the authorities said that my life, my daughter\u2019s and my husband\u2019s life were in danger.<\/p>\n

The war on drugs brings militarization and instead of ending the cartels, it is killing our youth. Here we have met many mothers who have lost their children to the war on drugs. I join that pain, I know what it is like to lose a child, we want more education about drug use, instead of being imprisoned or killed.<\/p>\n

My daughter died two years ago. She left my house on a Saturday morning, took a powder, and died two hours later. She was my only daughter. We learned that she took ecstasy at 91 percent purity, enough to drug 5 or 10 people. Since then I work for illicit substances to be regulated, I think that if Martha had taken something with quality and purity regulated, she would still be alive.<\/p>\n

She wanted to take drugs, but she didn\u2019t want to die. No parent wants either, but you can\u2019t recover from death. I am here because I want the representatives of the UN to hear our cries of our losses. I don\u2019t want the world to lose another Martha.<\/p>\n

I wrote the book 5,742 days which are the days that my daughter lived. I started it six hours after she died and finished it 102 days later, when she would have turned 16. It is the story of my loss. I loved being Martha\u2019s mother and now I am putting this energy into ensuring that other families do not have to live this loss. She was a student, it was the fourth time she had consumed ecstasy, hers was not a death by addiction, she was death by curiosity.<\/p>\n

Our son is Dylan Bassler. He was 21 years old when he died of drug use on April 4, 2014. He used a mixed drug, street oxy, that was combined with fentanyl. That day he went to sleep and did not wake up.<\/p>\n

Fentanyl is a synthetic opiate, similar but much more powerful than morphine. It is usually used to treat patients with severe chronic pain, but the pain associated with recent overdose deaths is produced in clandestine laboratories and mixed with heroin or cocaine in powdered form. This increases its potency, the level of addiction and lowers its cost.<\/p>\n

The drug policy is not working. The combat is not to attack, but to educate people in consumption. There is a very strong stigma towards young people and people who consume are criminalized, thus inhibiting the search for support and medical attention. Our son did not know that he was consuming this. He was a painter, an artist, and his existence was cut short.<\/p>\n

I\u2019ve had a lot of losses from the war on drugs. In my community, the anti-drug policy focuses on the poor, those who don\u2019t have a home, those are the communities attacked by that war and the consequence is more criminalized people. Most Latinos and African Americans are incarcerated, to benefit a private industry in prisons. It is unfair that this criminalization, this racism in our communities, is a vicious circle. In daily lives the presence of the police has grown and that makes the division bigger, people do not believe in the police and the police do not believe in people.<\/p>\n

I want the UN to know that incarceration is not the correct answer to the drug issue, but must be lowered into compassion for the human being, in science, in public health.<\/p>\n

The governments of the region launched a war saying that they would eradicate drug production and trafficking because drugs caused death. However, these have not been eradicated and deaths have multiplied and the ways of dying have diversified. The prohibitionist policy has left more victims than drug use itself would: in Mexico between 2007 and 2018 -since Felipe Calder\u00f3n resumed prohibition- 5,545 people lost their lives due to ingesting prohibited substances and 278,771 were murdered in a violent way.<\/p>\n

The UNODC World Drug Report 2020, the latest published on the subject, revealed other contradictions of this prohibitionist policy that has plagued the region for 50 years: it is a policy that punishes poverty. Pharmaceutical opioids for medical uses are concentrated in rich countries: more than 90 percent of the world\u2019s availability is in the 10 percent of the population with the most resources. The report also noted that poverty, limited education and social marginalization increase the risk of drug use disorders and limit the possibility of accessing treatment due to discrimination and stigma.<\/p>\n

En el 2015 una caravana de familiares de v\u00edctimas de homicidios, secuestros, encarcelamientos y desapariciones en M\u00e9xico cruz\u00f3 a Estados Unidos para reclamar al gobierno y a les ciudadanes de ese pa\u00eds que asumieran su responsabilidad por las consecuencias pol\u00edticas y sociales de la llamada \u201cguerra contra las drogas\u201d.<\/p>\n

Su tarea en Estados Unidos no era sencilla: se trataba de hacerse escuchar ante una sociedad que aprendi\u00f3 a mirarles a trav\u00e9s de los discursos pol\u00edticos y policiacos que borraba la humanidad de las personas detr\u00e1s de sus muros, ilegales, wetback<\/em> que vienen a quitarles sus derechos; aprendieron a nombrarles a trav\u00e9s series de televisi\u00f3n donde las personas latinas siempre son las ladronas, las violadoras, las que venden droga; acumulaban en sus ojos y o\u00eddos siglos de historia sobre quienes habitan al sur del r\u00edo Bravo como unos salvajes que hacen sacrificios humanos y se comen el coraz\u00f3n de sus v\u00edctimas, que se matan entre s\u00ed, que no alcanzan a ser personas.<\/p>\n

Estoy aqu\u00ed por el secuestro de mi hijo Gerson y el asesinato de mi hijo Alan y el asesinato de mi yerno Miguel. A Gerson lo secuestraron el 15 de marzo del 2014 en Medell\u00edn, Veracruz. Se pag\u00f3 rescate y nunca lo regresaron. Su hermano Alan, de 15 a\u00f1os, y Miguel, de 25, fueron a buscarlo y los asesinaron. Yo despu\u00e9s de eso tuve que salir de Veracruz, desplazada, porque las autoridades dec\u00edan que mi vida, la de mi hija y mi esposo corr\u00edan peligro.<\/p>\n

La guerra contra las drogas trae la militarizaci\u00f3n y en vez de acabar con los c\u00e1rteles, est\u00e1 acabando con nuestros j\u00f3venes. Aqu\u00ed hemos conocido a muchas madres que han perdido a sus hijos por la guerra contra las drogas. Me uno a ese dolor, s\u00e9 lo que es perder a un hijo, queremos m\u00e1s educaci\u00f3n sobre el consumo de drogas, en vez de que los est\u00e9n encarcelando o matando.<\/p>\n

Mi hija muri\u00f3 hace dos a\u00f1os. Sali\u00f3 de mi casa un s\u00e1bado por la ma\u00f1ana, tom\u00f3 un polvo y muri\u00f3 dos horas despu\u00e9s. Era mi \u00fanica hija. Supimos que tom\u00f3 \u00e9xtasis en un 91 por ciento de pureza, lo suficiente para drogar 5 o 10 personas. Desde entonces abogo para que las sustancias il\u00edcitas sean reguladas, creo que si Martha hubiera tomado algo con la calidad y la pureza regulada, a\u00fan estar\u00eda viva.<\/p>\n

Ella quer\u00eda tomar drogas, pero no quer\u00eda morir. Ning\u00fan padre quiere ninguna de las dos cosas, pero no puedes recuperarte de la muerte. Estoy aqu\u00ed porque quiero que los representantes de la ONU escuchen nuestros gritos de nuestras p\u00e9rdidas. No quiero que el mundo pierda a otra Martha.<\/p>\n

Escrib\u00ed el libro \u00ab5 mil 742 d\u00edas\u00bb que son los d\u00edas que mi hija vivi\u00f3. Lo empec\u00e9 seis horas despu\u00e9s de que muri\u00f3 y lo termin\u00e9 102 d\u00edas despu\u00e9s, cuando ella habr\u00eda cumplido 16 a\u00f1os. Es la historia de mi p\u00e9rdida. Am\u00e9 ser la madre de Martha y ahora estoy poniendo esta energ\u00eda en asegurar que otras familias no tengan esta p\u00e9rdida. Ella era estudiante, era la cuarta vez que consum\u00eda \u00e9xtasis, la suya no fue una muerte por adici\u00f3n, fue una muerte por curiosidad.<\/p>\n

Nuestro hijo es Dylan Bassler. Ten\u00eda 21 a\u00f1os cuando muri\u00f3 por consumo de drogas, el 4 de abril del 2014. El consumi\u00f3 una droga mezclada, street oxy, que ven\u00eda combinada con fentanilo. Ese d\u00eda se fue a dormir y no despert\u00f3.<\/p>\n

El fentanilo es un opi\u00e1ceo sint\u00e9tico, similar, pero mucho m\u00e1s potente que la morfina. Usualmente se usa para tratar a pacientes con fuertes dolores cr\u00f3nicos, pero el relacionado con las recientes muertes por sobredosis es producido en laboratorios clandestinos y mezclado con hero\u00edna o coca\u00edna en forma de polvo. As\u00ed se incrementa su potencia, el nivel de adicci\u00f3n y se abarata su costo.<\/p>\n

La pol\u00edtica contra las drogas no est\u00e1 funcionando. El combate no es atacar, sino educar a la gente en el consumo. Hay un estigma muy fuerte hacia los j\u00f3venes y la gente que consume es criminalizada, as\u00ed se inhibe la b\u00fasqueda de apoyo y atenci\u00f3n m\u00e9dica. Nuestro hijo no sab\u00eda que estaba consumiendo esto. \u00c9l era pintor, un artista y su existencia qued\u00f3 trunca.<\/p>\n

He tenido muchas p\u00e9rdidas por la guerra contra las drogas. En mi comunidad, la pol\u00edtica antidrogas se enfoca en los pobres, en quienes ni tienen casa, esas son las comunidades atacadas por esa guerra y la consecuencia es m\u00e1s gente criminalizada. Se encarcela en mayor\u00eda a latinos y afroamericanos, para beneficiar a una industria privada en las prisiones. Es injusto que se haga esta criminalizaci\u00f3n, este racismo en nuestras comunidades, un c\u00edrculo vicioso. En las vidas diarias ha crecido la presencia de las polic\u00edas y eso hace m\u00e1s grande la divisi\u00f3n, la gente no cree en la polic\u00eda y la polic\u00eda no cree en la gente.<\/p>\n

Quiero que la ONU sepa que la encarcelaci\u00f3n no es la respuesta correcta al tema de drogas, sino que debe bajarse en la compasi\u00f3n al ser humano, en la ciencia, en la salud p\u00fablica.<\/p>\n

Ese encuentro evidenci\u00f3 que la pol\u00edtica prohibicionista contra las drogas ha dejado v\u00edctimas aqu\u00ed y all\u00e1: las personas que mueren por sobredosis o por consumir drogas contaminadas debido a la no regulaci\u00f3n y fabricaci\u00f3n clandestina de los enervantes, las que mueren por falta de tratamientos, las que son desplazadas de sus territorios que se usan para la siembra, las que pierden su libertad por someterse a la siembra de enervantes, las que son asesinadas y desaparecidas en esa lucha por el control de tierras y rutas de tr\u00e1nsito, las que alimentan los peque\u00f1os ej\u00e9rcitos para el control de esas rutas, las que son encarceladas por consumo, las que son encarceladas por producir, las que son encarceladas en c\u00e1rceles privadas para hacernos creer los gobiernos que est\u00e1n cuidando la seguridad del pa\u00eds.<\/p>\n

Los gobiernos de la regi\u00f3n lanzaron una guerra diciendo que erradicar\u00edan la producci\u00f3n y tr\u00e1fico de drogas porque las drogas causaban muerte; sin embargo \u00e9stas no se han erradicado y las muertes se han multiplicado y diversificado las formas de morir. La pol\u00edtica prohibicionista ha dejado m\u00e1s v\u00edctimas de las que el consumo de drogas en s\u00ed dejar\u00eda: en M\u00e9xico entre el 2007 y 2018 -desde que Felipe Calder\u00f3n retom\u00f3 la prohibici\u00f3n- 5,545 personas perdieron la vida por ingerir sustancias prohibidas y 278 mil 771 fueron asesinadas de manera violenta\u00b9.<\/p>\n

El Informe Mundial sobre las Drogas 2020 de la UNODC\u00b2, el \u00faltimo publicado sobre el tema, evidenci\u00f3 otras contradicciones de esta pol\u00edtica prohibicionista que tiene 50 a\u00f1os asolando la vida de la regi\u00f3n: es una pol\u00edtica que castiga la pobreza. Los opioides farmac\u00e9uticos para usos m\u00e9dicos se concentran en pa\u00edses ricos: m\u00e1s del 90 por ciento de la disponibilidad mundial de \u00e9stos est\u00e1n en el 10 por ciento de la poblaci\u00f3n con m\u00e1s recursos. El informe tambi\u00e9n se\u00f1al\u00f3 que la pobreza, la educaci\u00f3n limitada y la marginaci\u00f3n social aumentan el riesgo de trastornos por el consumo de drogas y limitan la posibilidad de acceder a tratamientos por la discriminaci\u00f3n y el estigma.<\/p>\n
