In 2015, thousands of dead animals appeared on the shores of Lake Titicaca, which has beaches in Peru and Bolivia. That year the rainfall level had been deficient, and the little lake reduced its level to one meter deep. In that year, organic waste from the cities acted as a surplus of nutrients, and algae took over the whole place, reducing the oxygenation of the water and the entrance of sunlight. Lake Poop\u00f3, Bolivia’s second-largest lake, dried up that same year.<\/p>\n

In 2018, Bolivian Manuel Seoane,<\/strong> photographer, musician, civil engineer, and master in hydrology, started a photographic research project accompanied by scientists to record and denounce the high degree of contamination on Titicaca lake. With his project, he wants to tour and record what is happening in the basin, including the great and little Titicaca lake, the Desaguadero River, and Lake Poop\u00f3.<\/p>\n

How did you start your work about water?<\/strong><\/p>\n

In 2018 I won the Reuters grant and reported on pollution in Titicaca. The Titicaca basin, which includes Lake Poop\u00f3 and the Desaguadero River, is the only body of water of considerable magnitude that the central Andes have. The Andean altiplano is a desert; if there is any place where there is richness, vegetation, and where a very diverse ecosystem develops, it is in Titicaca. La Paz, Puno, and El Alto: Together, we have more than three million inhabitants and depend on Titicaca’s waters.<\/p>\n

In that report, I worked with a hydrologist from the French cooperation. He said that since the Titicaca is large, it is not at obvious risk, but there are risks that one does not see and does not perceive because of that magnitude. Climate change is accelerating the thawing processes of the glaciers in the Andean area, and they are the source of water for the three cities. The Titicaca should be the water reserve for the entire population, but we are contaminating it with mining waste and wastewater from the cities. Although it is unpredictable to know when such a body of water may die, we are certainly on that path.
What I want to achieve with my project is to bring the issue to society’s attention so that the state and institutions take the necessary measures.<\/p>\n

In 2015, with the excess of organic waste that reached Lake Titicaca, there was an alga bloom in the smaller lake, reducing the animal population, limiting the entry of sunlight, and affecting oxygenation. That same year, Lake Poop\u00f3 dried up. For me, what happened to Poop\u00f3 is a sign. Nobody cares about that lake because only three indigenous communities live there. The state has done nothing all this time, despite being a government claiming to be an indigenous people’s ally. Now, I want to understand this situation from the communities that inhabit this region.<\/p>\n

Which communities are these?<\/strong><\/p>\n

Mostly Urus. They have lived all their lives in the water, older than Aymara. They built reed islands and made their houses there. When strangers came, they would leave their homes and circle the lake searching for fish and birds. They are not farmers; they have always been hunters and fishermen. Since the drought of the lake, state abandoned them to their fate. There are conflicts with the Aymara, who are the majority and farmers. There are also communities in Titicaca, but the Poop\u00f3 communities are affected.<\/p>\n

The Urus does not have land because they are from the water. With the drought, other populations are taking the land that used to be part of the lake. These days it is raining a lot, and I will photograph the moment when this area recovers its vitality. Water is the only hope for this community.<\/p>\n

Research shows the lake did not dry up because of the lack of rain but water management in the higher areas. There are diversions of the river to attend to crops and mining.<\/p>\n

A few years ago, Bolivia went through significant struggles and demonstrations against water privatization. How does this connect with what you are recording?<\/strong><\/p>\n

It was precisely in those mobilizations for water and gas that Evo Morales made his first appearances, and that is when a political change began. A few weeks ago, some organizations came out of Cochabamba, where this struggle for water and gas took place, asking and questioning where that political agenda was. The fight initiated, and they achieved to avoid privatization was avoided, but they forgot fundamental issues like the right to free and quality water.<\/p>\n

In the end, water is given private use for agriculture and mining, and the fundamental right of the Urus to water is not guaranteed. For example, they now depend on a water tanker. There was hope for change, but the current reality is that the sector representing the country’s highest economic income is the mining-energy sector. The state does not touch a hair on their heads.<\/p>\n

La cuenca del Titicaca que incluye el lago Poop\u00f3 y el r\u00edo Desaguadero, es el \u00fanico cuerpo de agua de magnitud considerable que tienen los Andes centrales. El altiplano andino b\u00e1sicamente es un desierto, si hay alg\u00fan lugar donde hay riqueza, vegetaci\u00f3n y donde se desarrolla un ecosistema muy diverso es en el Titicaca. La Paz, Puno y El Alto: entre todas sumamos m\u00e1s de tres millones de habitantes y dependemos de lo que se produce en el Titicaca.<\/span>\n\nEn ese reportaje trabaj\u00e9 con un hidr\u00f3logo de la cooperaci\u00f3n francesa. \u00c9l dec\u00eda que el Titicaca como  es grande no est\u00e1 en un riesgo muy claro, pero hay riesgos que uno no ve y no percibe por esa magnitud. El cambio clim\u00e1tico est\u00e1 acelerando los procesos de descongelamiento de los glaciares de la zona andina y ellos son la fuente de agua de las tres ciudades. El Titicaca deber\u00eda ser la reserva de agua para toda esa poblaci\u00f3n, pero lo estamos contaminando con residuos mineros y aguas residuales de las ciudades. Aunque es impredecible saber en qu\u00e9 momento un cuerpo de agua semejante pueda morir, lo cierto es que estamos en ese camino. <\/span>\n\nLo que quiero lograr con mi proyecto es poner el tema en la sociedad para que el estado y las instituciones tomen las medidas necesarias.<\/span>\n\nEn el 2015 con el exceso de residuos org\u00e1nicos que lleg\u00f3 al lago Titicaca se dio un boom de algas en el lago menor, reduciendo la poblaci\u00f3n de animales, limitando la entrada de luz solar y afectando la oxigenaci\u00f3n. Ese mismo a\u00f1o, el lago Poop\u00f3 se sec\u00f3. Para m\u00ed lo que pas\u00f3 con el Poop\u00f3 es una se\u00f1al. A nadie le importa ese lago porque ah\u00ed solo viven tres comunidades ind\u00edgenas y claramente el estado no ha hecho nada en todo este tiempo, a pesar de ser un gobierno que se declara aliado de los ind\u00edgenas. Ellos han vivido toda su vida en el agua, y son m\u00e1s antiguos que los aymaras. Constru\u00edan islas de totora y ah\u00ed hac\u00edan sus casas. Cuando ven\u00edan extra\u00f1os se iban con su casa y circulaban el lago tambi\u00e9n en busca de peces y aves. No son agricultores, siempre han sido cazadores y pescadores. A partir de la sequ\u00eda del lago est\u00e1n abandonados a su suerte y hay conflictos con los Aymaras que son la mayor\u00eda y que son agricultores. Tambi\u00e9n hay comunidades en el Titicaca, pero las del Popo son las afectadas.<\/span>\n\nLos Urus no tienen tierra porque ellos son del agua. Ahora, con la sequ\u00eda, otras poblaciones se est\u00e1n tomando las tierras que antes eran parte del lago. En estos d\u00edas est\u00e1 lloviendo mucho y voy a fotograf\u00edar el momento en que esa zona recupera su vitalidad. El agua es la \u00fanica esperanza de esta comunidad.<\/span>\n\nLa cosa es que hay investigaciones que demuestran que ese lago no se sec\u00f3 por la falta de lluvias. Sino por la gesti\u00f3n del agua en las zonas m\u00e1s altas: hay desv\u00edos del r\u00edo para atender cultivos y est\u00e1s registrando?<\/b>\n\nJusto en esas movilizaciones por el agua y el gas fue donde hizo sus primeras apariciones Evo Morales y fue ah\u00ed cuando se inici\u00f3 un cambio pol\u00edtico. Justamente hace unas semanas salieron de Cochabamba, donde se dio esta lucha por el agua y el gas, unas organizaciones preguntando y cuestionando d\u00f3nde qued\u00f3 esa agenda pol\u00edtica. Porque se inici\u00f3 la lucha, se logr\u00f3 evitar la privatizaci\u00f3n, pero pareciera que se olvidaron esos temas fundamentales. <\/span>\n\nAl final, s\u00ed se le da un uso privado al agua para la agricultura y la miner\u00eda, y no se garantiza el derecho fundamental de los Urus, al agua. Por ejemplo, ahora dependen de un cami\u00f3n cisterna. Hab\u00eda una esperanza de cambio, pero la realidad actual es que el sector que representa los mayores ingresos econ\u00f3micos para el pa\u00eds es el minero-energ\u00e9tico.
