Twenty indigenous leaders have been killed in the Peruvian Amazon since the beginning of the pandemic. Without state authorities, the region’s communities face the threat of drug trafficking and illegal loggers alone. But they have decided to defend themselves: the Kakataibo ethnic group has reached a historic agreement with the indigenous organization ORAU to maintain their communities’ security jointly. Florence Goupil, Peruvian-French photographer, and National Geographic explorer, was there to document it.<\/p>\n

In the work of documentary photographers, there are moments when the unthinkable can happen: a bomb threat, an attack, an assassination on camera. That was very much on Florence Goupil’s mind as she\u00a0<\/span>covered<\/span><\/a>\u00a0for Le Monde newspaper a historic meeting between Kakataibo, Ash\u00e1ninka, and Shipibo leaders, which took place in June 2021, in the village of Yamino, Ucayali, a central jungle of Peru.\u00a0\u00a0<\/span><\/p>\n

\u00a0Drug traffickers besiege the area. They arrive armed with machine guns and invade the lands of the Kakataibo community to grow coca leaves. A plant traditionally consumed in Peru but is also used to produce cocaine. The drug traffickers transform it in clandestine laboratories before sending it in paste or powder form by plane to Brazil or Bolivia.<\/span><\/p>\n

\u00a0Since the beginning of the pandemic, the Peruvian government has drastically reduced its presence in the Amazon. First,\u00a0<\/span>the health services crisis broke out<\/span><\/a>. Now the main threat in the region is the explosive increase in drug trafficking and illegal loggers. The United Nations Office on Drugs and Crime estimates that nearly 50,000 hectares of forest have been destroyed by drug trafficking in Peru, including thousands in Ucayali. Cases of kidnappings, murders, and torture have multiplied: the police have recorded 171 threats and 20 leaders murdered since January 2020. Among them three Kakataibo.\u00a0<\/span><\/p>\n

\u00a0The village of Yamino has about fifty families. They live from hunting and fishing to cultivating bananas, papaya, cassava, and cocoa. Today, the security of this Kakataibo community is so compromised that they are forced to take up arms to defend themselves. In May 2021, Herlin Odicio, a young Kakataibo leader, contacted the Aidesep Ucayali Regional Organization (<\/span>ORAU<\/span><\/a>), led by Berlin Diques, to establish an unprecedented defensive alliance in the Peruvian Amazon.<\/span><\/p>\n

Florence Goupil was present at the meeting. She has a long-standing interest in Amazonian communities, which she has documented for publications such as National Geographic and Ojo P\u00fablico. “My dad is French, that’s why my name is Florence, but my mom’s family’s last name is Quispe,” Florence says. “She’s from Cusco and Huancavelica. I’ve grown up listening to their stories and those of my grandparents: I’ve always loved those myths, the use of plants, and their relationship with biodiversity.”\u00a0<\/span><\/p>\n

\u00a0At age twenty, she met a Shipibo couple who practically adopted her. Since then, she has traveled to the jungle every year. “At the beginning, I had no interest in taking photos. I was very young. But it was during one of those trips Gabriel, my Shipibo father, asked me to use the camera. He told me: ‘I want you to listen well to the stories I’m going to tell you and represent them in photography as you can.’ At that moment, I realized that it was possible to take pictures of magical stories, myths, or their sensitive relationship with their territory.\u00a0<\/span><\/p>\n

\u00a0In recent years, Goupil has traveled the Amazon to record peoples’ struggles, such as the Kakataibo, the Aguaj\u00fan, and the Bora. In the photographic series\u00a0<\/span>Kakataibo, las voces del bosque<\/span><\/em>, she documents the beginning of something new: the articulation of a significant indigenous movement to confront organized crime in a region abandoned by the State.<\/span><\/p>\n

“Today, there is no space in the Peruvian press that seriously reports on the problems of the Amazonian communities. When they are mentioned, they are associated with terrorism, the Shining Path, and the Vraem. The press does not get out of it. And we saw it clearly during the protests against the government of Dina Boluarte a few months ago: the newspapers terrorized the demonstrators.”<\/strong><\/p>\n

How did the project Kakataibo, the Voices of the Forest, come about?<\/span><\/strong><\/p>\n

I have been working with indigenous communities for a long time. During the pandemic, I became very involved with the\u00a0<\/span>Shipibo-Konibo\u00a0<\/span><\/a>people, who were struggling to protect the elders of their communities, as well as their leaders and their culture. I worked a lot in the Ucayali. And one day, I was contacted by the journalist Amanda Chaparro from Le Monde: she had heard that Herlin Odicio, one of the most influential leaders of the Kakataibo ethnic group, was going to meet Berlin Diques, the president of the indigenous organization\u00a0<\/span>ORAU<\/span><\/a>. It was a historic meeting because indigenous organizations in Peru are not usually very articulated among themselves. Chaparro told me they would meet in Yamino, a Kakataibo village that is very close to an area invaded by drug traffickers and illegal loggers. Odicio called this meeting in May 2021, shortly after the assassination of two Kakataibo leaders: Herasmo Garc\u00eda Grau, from the Sinchi Roca community, and Yenes R\u00edos Bonsano, from the Puerto Nuevo community. Le Monde called me because I was already in contact with the Kakataibo and knew the area.<\/span><\/p>\n

Despite your experience working in Ucayali, doing this report with people in constant danger must have been complicated.<\/span><\/strong><\/p>\n

Yes, it was tough. I spent three days waiting for Herlin who told me he was coming and he didn’t come, because he is a man who is always hiding. He can never give his position. Besides, I didn’t know what to expect or what kind of images would appear before my eyes. I sometimes thought the story would not happen because the leaders didn’t always respond to my messages or stand me up. It was frustrating. It seemed impossible.<\/span><\/p>\n

Things finally came together when Berlin Diques, the head of the ORAU, arrived in Yamino. He arrived to say: ‘We support you, the Ashaninka are with you, with the Kakataibos, and we are going to use arms to defend our lives and our territories.’ It was something that impressed me very much to see two indigenous ethnic groups united, ready to defend themselves together. There is beauty that emerges in those moments.<\/span><\/p>\n

The photo in which they are all together is particular because sometimes you can say to someone: “Do you stand like this to take a portrait? But in this case, it wasn’t like that. On the contrary, they positioned themselves in this half-mountainous forest and told me you can take the picture now.<\/span><\/p>\n

What is the Peruvian State’s response to the threats and murders in this region?<\/span><\/strong><\/p>\n

\u00a0The indigenous communities are entirely abandoned. I think the most blatant was during the pandemic: there were no functioning health posts and no access to medicines. These people didn’t even have critical information to protect themselves.\u00a0<\/span><\/p>\n

The invasions of indigenous territories are already too numerous. They often live under threat. A few weeks ago, Santiago Contiricon Antunez, a historically significant Ash\u00e1ninka leader, was killed. He was 58 years old. That shows that none of them are protected.\u00a0<\/span><\/p>\n

One of the things that Herlin, who is threatened all the time, told me is that the only thing the authorities have given him is a police report. Tomorrow he will be shot, and that paper is useless. Santiago Contiricon Antunez participated, like many Ash\u00e1ninkas, in the fight against terrorism. He was an essential character in our history, and it is horrible that the Peruvian government has never given him protection.<\/span><\/p>\n

Today there is not even an analysis of why, since the pandemic began, the murders and threats against indigenous leaders have skyrocketed. What is happening in Peru right now so that illegal loggers and drug traffickers can freely enter these territories without any control from the State?<\/span><\/p>\n

What do you think is happening?<\/span><\/strong><\/p>\n

If there are extractive companies in these territories, they promise things the government will never offer. For example, these people need a reasonable sum of money for their children to study or to have something as basic as access to a hospital. In such an impoverished and unequal country, what alternatives do they have?<\/span><\/p>\n

Almost all your photos are published in foreign magazines. Do you think there is no interest in this kind of story in Peru?<\/span><\/strong><\/p>\n

I’ll be honest with you: the Peruvian press is racist. I am referring to the people in positions of power, not necessarily the photographers. However, we could also talk about how Peruvians photograph other Peruvians.<\/span><\/p>\n

During the pandemic, I covered the situation of a Shipiba community in Cantagallo. One day one of these covid-19 people died. The district specifically asked a Lima newspaper not to publish photos of their dead. Evidently, this newspaper would not post pictures of the corpse of a well-to-do family member from the capital. But they still took the photo of the deceased, and it ended up on the back page of the newspaper. The body was on a table, wrapped in a blanket. You could see his face. It was very hard for the community.<\/span><\/p>\n

Nowadays, no space in the Peruvian press seriously reports on the problems of the Amazonian communities. When they are mentioned, they are associated with terrorism, the Shining Path, and the Vraem. The press does not get out of it. And we saw it clearly during the protests against the government of Dina Boluarte a few months ago: the newspapers terrorized the demonstrators.<\/span><\/p>\n

You mentioned the subject of how Peruvians photograph other Peruvians. What did you want to say about that?\u00a0<\/span><\/strong><\/p>\n

 <\/p>\n

Peruvians have very little memory of our origins and our context. If we want to know what the situation of Peruvians was before the 1970s, for example, there are very few museums or places of memory that can give us a clear idea. In photography, the same thing happens: we know little of the work of a figure like Martin Chambi, whose production has never been analyzed politically. These shortcomings lead us to imitate the gaze of foreign photographers who have come to photograph indigenous communities. I have been thinking about it for many years because I did not want to fall into that kind of look. It is a constant struggle for all photographers who wish to create new things not to fall into exoticism.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

We know that in Peru, there are murders of indigenous leaders every year. And yet there seems to be no interest from the media, the State, or a large part of society to remedy this situation. How did we get to this point?<\/span><\/strong><\/p>\n

 <\/p>\n

After the internal armed conflict, I think the State made the mistake of not recognizing the struggles of the indigenous communities in the Amazon. It was never clearly established who were the terrorists and who were the victims. So most Peruvians do not know that the Ashaninka fought against terrorism. The government prefers to maintain the version that we owe the achievements in the anti-subversive struggle exclusively to the police and the military instead of recognizing, in the first place, that the indigenous people also played an important role and, secondly, that they were affected and killed by attacks from both sides.\u00a0<\/span><\/p>\n

The contribution of a leader like Santiago Contiricon Antunez was never acknowledged by society. It was never said publicly: he fought against terrorism and is a national hero. They didn’t, and they never will. And that is one of the reasons why Peruvians continue to see the indigenous people of the Andes and the Amazon as if they were backward, violent, resentful, and terrorists.<\/span><\/p>\n

This work is one of the inspirations for E-CO\/23], the new edition of our meeting of photographic collectives, which this year will have as its thematic axes:\u00a0<\/span>Ecologies, Territories, and Communities.<\/span><\/strong><\/p>\n

Through this call, we are interested in gathering stories of sustainable development, community movements, and ways of inhabiting the land in the community to achieve new narratives built from the plurality of collective creation.<\/span><\/p>\n

Each selected project will receive support of 5,000 euros for its production. The tasks can be presented by existing collectives or by groups of people working in collaboration for this project in an interdisciplinary way.<\/span><\/p>\n

The selected groups will participate in a collective process of production and reflection that will be accompanied by pedagogical support with specialists in the themes.<\/span><\/p>\n

Once the production stage is completed, the project results will be presented in one or more exhibitions that may rotate and on the digital platforms of Fundaci\u00f3n VIST, the AECID, and the participating Spanish Cultural Centers or the institutions they designate. Pero han decidido defenderse: la etnia kakataibo logr\u00f3 un acuerdo hist\u00f3rico con la organizaci\u00f3n ind\u00edgena ORAU para mantener conjuntamente la seguridad de sus comunidades. Esto lo ten\u00eda muy en mente Florence Goupil mientras <\/span>cubr\u00eda<\/span><\/a> para el diario Le Monde un encuentro hist\u00f3rico entre l\u00edderes kakataibo, ash\u00e1ninka y shipibo, que ocurri\u00f3 en junio de 2021, en el pueblo de Yamino, Ucayali, selva central del Per\u00fa.  <\/span>\n\nLa zona est\u00e1 asediada por narcos. Llegan armados con metralletas e invaden las tierras de la comunidad kakataibo para cultivar hoja de coca. Una planta tradicionalmente consumida en Per\u00fa, pero que tambi\u00e9n sirve para la elaboraci\u00f3n de la coca\u00edna. Los narcos la transforman en laboratorios clandestinos antes de enviarla por avi\u00f3n, en forma de pasta o polvo, a Brasil o Bolivia.<\/span>\n\nDesde el inicio de la pandemia, el Estado peruano ha reducido dr\u00e1sticamente su presencia en la Amazon\u00eda. Primero estall\u00f3 la <\/span>crisis de los servicios sanitarios<\/span><\/a>. Ahora la principal amenaza en la regi\u00f3n es el aumento explosivo del narcotr\u00e1fico y de los madereros ilegales. La Oficina de las Naciones Unidas contra la Droga y el Delito estima que cerca de 50.000 hect\u00e1reas de bosque han sido destruidas por el narcotr\u00e1fico en Per\u00fa, incluidas miles en Ucayali. Los casos de secuestros, asesinatos y tortura se han multiplicado: la polic\u00eda registra 171 amenazas y 20 l\u00edderes asesinados desde enero de 2020. Entre ellos, tres kakataibo. <\/span>\n\nEl pueblo de Yamino est\u00e1 formado por unas cincuenta familias. Viven de la caza y la pesca, adem\u00e1s del cultivo de pl\u00e1tano, papaya, yuca y cacao. Hoy la seguridad de esta comunidad kakataibo est\u00e1 tan comprometida que se ven obligados a tomar las armas para defenderse. He crecido escuchando sus historias y las de mis abuelos: siempre he estado muy enamorada de esos mitos, del uso de plantas y de la relaci\u00f3n que ellos tienen con la biodiversidad\u201d. <\/span>\n\nA los veinte a\u00f1os conoci\u00f3 a una pareja de shipibos que pr\u00e1cticamente la adopt\u00f3. Desde entonces viaja a la selva cada a\u00f1o. \u201cAl inicio no ten\u00eda ning\u00fan inter\u00e9s en hacer fotos, era muy chica. Pero fue durante uno de esos viajes que Gabriel, mi padre shipibo, me pidi\u00f3 que usara la c\u00e1mara. Me dijo: \u2018quiero que escuches bien las historias que te voy a contar y que las representes en fotograf\u00eda como t\u00fa puedas\u2019. En ese momento me di cuenta de que era posible hacer fotos de historias m\u00e1gicas, de mitos o de la relaci\u00f3n tan sensible que ellos tienen con su territorio\u201d. <\/span>\n\nEn los \u00faltimos a\u00f1os, Goupil ha recorrido la Amazon\u00eda para registrar las luchas de pueblos como los kakataibo, los aguaj\u00fan, los bora. Durante la pandemia me involucr\u00e9 mucho con el pueblo <\/span>shipibo-konibo<\/span><\/a>, que estaba luchando por proteger a las personas ancianas de sus comunidades, as\u00ed como a sus l\u00edderes y su cultura. Trabaj\u00e9 mucho en el Ucayali. Y un d\u00eda me contact\u00f3 la periodista Amanda Chaparro de Le Monde: se hab\u00eda enterado de que Herlin Odicio, uno de los m\u00e1s importantes l\u00edderes de la etnia kakataibo, se iba a reunir con Berlin Diques, el presidente de la organizaci\u00f3n ind\u00edgena <\/span>ORAU<\/span><\/a>. Era un encuentro hist\u00f3rico, porque en el Per\u00fa las organizaciones ind\u00edgenas no suelen estar muy articuladas entre s\u00ed. Chaparro me cont\u00f3 que se iban a reunir en Yamino, un pueblo kakataibo que est\u00e1 muy cerca de una zona invadida por narcotraficantes y madereros ilegales. Odicio convoc\u00f3 a esta reuni\u00f3n en mayo de 2021, poco despu\u00e9s del asesinato dos l\u00edderes kakataibo: Herasmo Garc\u00eda Grau, de la comunidad de Sinchi Roca, y Yenes R\u00edos Bonsano, de la comunidad de Puerto Nuevo. Le Monde me llam\u00f3 porque yo ya estaba en contacto con los kakataibo y conoc\u00eda la zona.<\/span>\n\nA pesar de tu experiencia trabajando en Ucayali, debe haber sido complicado hacer este reportaje con personas que est\u00e1n en constante peligro.<\/b>\n\nS\u00ed, fue muy dif\u00edcil. Estuve tres d\u00edas esperando a Herlin que me dec\u00eda que ven\u00eda y no ven\u00eda, porque es un hombre que siempre est\u00e1 ocult\u00e1ndose. \u00c9l nunca puede dar su posici\u00f3n. Adem\u00e1s yo no sab\u00eda qu\u00e9 esperar, qu\u00e9 clase de im\u00e1genes se iban a presentar ante mis ojos. Por momentos llegu\u00e9 a pensar que el reportaje no se iba a dar, porque los l\u00edderes no siempre respond\u00edan a mis mensajes o me dejaban plantada. Era frustrante, parec\u00eda imposible.<\/span>\n\nLas cosas se dieron finalmente cuando lleg\u00f3 a Yamino Berlin Diques, el jefe de la ORAU. Lleg\u00f3 para decir: \u2018los apoyamos, los ash\u00e1ninkas estamos con ustedes, con los kakataibos, y vamos a usar las armas en defensa de nuestras vidas y de nuestros territorios\u2019. Fue algo que me impresion\u00f3 mucho, ver a dos etnias ind\u00edgenas unidas, dispuestas a defenderse juntas. Hay una suerte de belleza que surge en esos momentos.<\/span>\n\nLa foto en la que est\u00e1n todos reunidos fue especial porque a veces t\u00fa le puedes decir a alguien: \u00bfte paras de esta forma para hacerte el retrato? Un d\u00eda falleci\u00f3 una de estas personas de covid-19. La comunidad le pidi\u00f3 espec\u00edficamente a un diario de Lima que no publicara fotos de sus muertos. Para m\u00ed es obvio que ese diario no publicar\u00eda fotos del cad\u00e1ver de un miembro de una familia acomodada de la capital. Pero igual hicieron la foto de este fallecido y termin\u00f3 en la contraportada del diario. El cuerpo estaba sobre una mesa, envuelto en una frazada. Se le ve\u00eda el rostro. Fue bien duro para la comunidad.<\/span>\n\nCreo que hoy en d\u00eda no existe en la prensa peruana un espacio que informe seriamente sobre los problemas de las comunidades de la Amazon\u00eda. Cuando son mencionadas se las asocia al terrorismo, a Sendero Luminoso, al Vraem. La prensa no sale de eso. Si queremos saber cu\u00e1l es la situaci\u00f3n de los peruanos antes de la d\u00e9cada de 1970, por ejemplo, son muy pocos los museos o los lugares de memoria que pueden darnos una idea clara. En fotograf\u00eda ocurre lo mismo: conocemos poco del trabajo de una figura como Martin Chambi, cuya producci\u00f3n nunca ha sido analizada de manera pol\u00edtica. Estas carencias nos llevan a imitar la mirada de los fot\u00f3grafos extranjeros que han venido a fotografiar a las comunidades ind\u00edgenas. Es algo que vengo pensando desde hace muchos a\u00f1os porque no quer\u00eda caer en ese tipo de mirada. Siento que es una lucha constante, de todos los fot\u00f3grafos que queremos crear cosas nuevas, de no caer en exotismos. <\/span>\n\n \n\nSabemos que en Per\u00fa se producen asesinatos de l\u00edderes ind\u00edgenas cada a\u00f1o. Y sin embargo no parece que haya un inter\u00e9s de los medios de comunicaci\u00f3n, del Estado, o de gran parte de la sociedad por remediar esta situaci\u00f3n. \u00bfC\u00f3mo hemos llegado a este punto?<\/b>\n\nPienso que despu\u00e9s del conflicto armado interno el Estado cometi\u00f3 el error de no reconocer las luchas de las comunidades ind\u00edgenas en la Amazon\u00eda. Nunca se estableci\u00f3 claramente qui\u00e9nes hab\u00edan sido los terroristas y qui\u00e9nes las v\u00edctimas, nunca se separaron bien las cosas. De manera que la mayor\u00eda de peruanos no saben que los ash\u00e1ninkas lucharon contra el terrorismo. El gobierno prefiere mantener la versi\u00f3n de que los logros en la lucha antisubversiva se los debemos exclusivamente a los polic\u00edas y a los militares, en vez de reconocer, en primer lugar, que los ind\u00edgenas tambi\u00e9n cumplieron un rol importante, y en segundo lugar, que fueron afectados y fueron asesinados por ataques de ambos bandos. <\/span>\n\nNunca se agradeci\u00f3 la contribuci\u00f3n de un l\u00edder como Santiago Contiricon Antunez. Nunca se dijo p\u00fablicamente: \u00e9l luch\u00f3 contra el terrorismo, es un h\u00e9roe nacional. No lo hicieron y nunca lo van a hacer. Los proyectos pueden ser presentados por colectivos ya existentes o por grupos de personas que trabajen en colaboraci\u00f3n para este proyecto, de forma interdisciplinar.<\/span>\n\nLos grupos seleccionados participar\u00e1n en un proceso colectivo de producci\u00f3n y reflexi\u00f3n que contar\u00e1 con un acompa\u00f1amiento pedag\u00f3gico junto a especialistas en las tem\u00e1ticas.<\/span>\n\nUna vez finalizada la etapa de producci\u00f3n se presentar\u00e1n los resultados del proyecto en una o varias exposiciones que pueden itinerar y en las plataformas digitales de Fundaci\u00f3n VIST, de la AECID, y de los Centros Culturales de Espa\u00f1a participantes o de las instituciones que \u00e9stos designen.
